  • Alabama’s “primary elections” special session begins today
In response to a proclamation issued by the Governor this past Friday, state lawmakers will return to Montgomery later today to begin a special session focused on “primary elections.” The Governor’s proclamation directs the Legislature to “consider legislation to provide for a special primary election for electing members of the United States House of Representatives and the Alabama State Senate in districts whose boundary lines are altered by a court issuing a judgment, vacating an injunction, or otherwise ordering or permitting an alteration in the boundaries of such districts.” As always, the Association staff will closely monitor any legislation impacting counties and alert the County Family to any necessary calls to action.

County Family summer event season gets underway this week
The County Family’s summer event season will kick off this week with annual conferences for County Engineers and County Administrators taking place May 5-6 and May 6-7, respectively. These events always provide county leaders with invaluable time to network, share ideas and learn more about the latest issues facing county government. Other events taking place this summer include the Alabama Disaster Preparedness Conference on June 8-10 and the Alabama Association of 911 Districts Workshop on July 30-31. The County Family’s summer event season will culminate, as always, with the ACCA Annual Convention, scheduled this year for August 18-20.

ACCA staff to participate in local government “legal issues” seminar
The ACCA staff will travel to Orange Beach this week to participate in the annual “Legal Issues Facing City and County Governments” seminar, taking place May 8-9 at the Perdido Beach Resort. Presented by CLE Alabama and The University of Alabama School of Law, the educational event is designed to provide local government attorneys and officials with a comprehensive overview of the latest Alabama laws governing city and county operations. This year’s seminar topics include updates on public finance and economic development, ethics, competitive bid and public works laws, federal employment laws, social media considerations under the First Amendment, and open meetings and open records requirements. As always, the ACCA staff appreciates the opportunity to engage with local leaders from across the state and to contribute to discussions on the legal challenges and opportunities facing Alabama’s local governments.

Thursday is deadline to submit ACCA liability, workers’ compensation questionnaires
Attention, Participants in the ACCA Self-Funded Insurance Programs! This Thursday, May 7, is the deadline to complete your county’s annual liability and/or workers’ compensation renewal questionnaires. As previously communicated, technical issues delayed the distribution of this year’s questionnaires, so the completion deadline was extended to May 7. Please note that this deadline does not apply to property program questionnaires, which were distributed this past week and are due in late May. Counties are encouraged to submit their liability and workers’ compensation questionnaires as soon as possible and to direct any related questions or suggestions to the CRS Underwriting Team’s Ashley Watson or Mellissa Morris.
