PLAN 2026 members to conclude formal journey this week, continue impact through Passion Project
Members of the Passion, Leadership, Accountability and Networking (PLAN) 2026 program will gather in Montgomery this Thursday for the final scheduled session of their 20-month leadership journey. Since beginning the program, these second-term County Commissioners have strengthened their leadership skills, built meaningful connections and developed new ideas to better serve their home counties. While this week’s meeting concludes their formal PLAN experience together, the group remains actively engaged in advancing their collective Passion Project focused on strengthening protections and outcomes for Alabama’s children — continuing their commitment to leadership, service and meaningful progress across their communities and the entire state.

Merceria Ludgood confirmed as sole candidate for ERS Board’s county-elected position; No election to be held
The qualifying period for the county-elected position on the Employees’ Retirement System (ERS) Board of Control recently closed, with Mobile County Commissioner Merceria Ludgood confirmed as the sole candidate. As a result, no election will be conducted this summer and members will therefore not receive a ballot for the county-elected position. Upon conclusion of the Board’s regular election cycle in July, the results will be certified by the ERS Election Committee, and Commissioner Ludgood will be positioned to assume the seat currently held by DeKalb County Commission President Ricky Harcrow, who will retire from office later this year.

Counties invited to apply for Opportunity Zones 2.0 program
The Alabama Department of Economic and Community Affairs (ADECA) is now accepting applications for participation in the Opportunity Zones 2.0 (OZ 2.0) program — a federal initiative designed to encourage long-term private investment in economically distressed communities through tax incentives. Building on the original program, OZ 2.0 aims to expand opportunities for rural and underserved communities, strengthen transparency and accountability measures, and allow for the redesignation of eligible census tracts to better reflect current needs. To support interested communities through the application process, ADECA will host a free workshop on June 30 at its Montgomery headquarters, with a virtual option available. Applications will be due by noon on July 31, and up to 141 census tracts will be selected for OZ 2.0 participation. Click here to learn more.
